The Ministry of Health (MOH) activated both the Public Health Preparedness Clinic (PHPC) Scheme and the Haze Subsidy Scheme (HSS) in view of the deterioration in air quality due to transboundary haze.

This was done with the intention to help Singaporeans with their haze-related medical needs.

As a PHPC, the following groups of Singapore Citizens will be eligible for the HSS at our clinics:

i) Children (aged 18 and below), and elderly (aged 65 and above); or

ii) Individuals who are supported on any of the following schemes:

a. Public Assistance (PA);

b. Pioneer Generation (PG);

c. Merdeka Generation (MG);

d. Community Health Assist Scheme (CHAS) – Blue and Orange cardholders only; and

e. Medical Fee Exemption Card (MFEC).

Under the HSS, eligible Singapore Citizens will pay no more than $10 per visit for their haze-related medical needs at PHPCs.

All other medical conditions will default to the usual payment arrangements.

The HSS will be in effect from 12 October 2026 until further notice.

Please refer to the image below for more details on the co-payment amounts.
